Getting Started with the New York Solar Permit Process

New York Solar Permit Requirements
- Payment of any unpaid project application fees, close-out of any open violations, stop work orders (SWO), civil penalties, and fees. The New York City Department of Buildings (NYC DOB) must approve all alterations that change the use of the property from when the property was originally built. To install solar the property owner will require architectural plans and drawings to submit to the New York City Department of Buildings (NYC DOB) and the New York City Department of Buildings (NYC DOB) requires property owners to resolve any open violations prior to the solar permitting process.
- Identification of responsible Special Inspection Agencies. Solar inspections are required by the municipality to check everything from mounting systems, and the roof, to the solar cabling to ensure overall system efficiency and peak performance. Once the inspection has been completed, the job application filed by the architect and contractor will be approved and ready for sign-off.
- Request for waiver of penalties, stop-work orders, or violations (former L2 Form). The municipality of New York City Department of Buildings (NYC DOB) provides an opportunity for property owners to request overrides, reductions, or waivers of civil penalties for work without a permit and stop-work orders (SWO). There are certain criteria required and those criteria must be signed off by a licensed architect, or contractor or in the case of the owner making the repairs, a notarized affidavit will be required prior to any consideration.
- Licensee must have his/her license and insurance active and current. Any property filing for solar alterations is required to work with licensed, and approved contractors. The NYC Department of Consumer Affairs issues Home Improvement Contractor Licenses (NYC HIC) and Home Improvement Sales Licenses (HIS) licenses. The NYC Department of Consumer Affairs Home Improvement Licenses (HIC) is required for a person or business engaged in the construction, repair, remodeling, or addition to any land or building used as a residence (1, 2, 3, or 4 family dwelling or individual unit/condo in a multiple dwelling). The NYC Department of Consumer Affairs Home Improvement Licenses (HIS) licenses are required for every individual who negotiates a home improvement contract with a property owner. Property owners should also know that the New York City Department of Buildings (NYC DOB) requires contractors to have a Tracking Number to qualify to pull permits necessary to install the solar. Contractors with Tracking Numbers carry Workers Compensation Insurance, and Disability Insurance, and provide proof of their Internal Revenue Service (IRS) Employer Identification Number (EIN) to ensure they are protecting the property, and ensuring their work is safe, and their license is active and current with the New York City Department of Business Services (NYC DOB).
